Description

 
  • Acting as a focal point between AI&OS and other departments on matters related to Operating Integrity for the discipline of Process.
  • Ensuring that the OI&E team’s plans and activities are delivered within budget and minimize non-cost recovery.
  • Participation in the Management of Change (MOCs) processes.
  • Participate and/or lead (if HIRAs, including Risk Assessments and Operational Risk Assessments (ORAs).
  • Providing technical support to Emergency Response and Incident Management teams when it is required.
  • To support Assets in internal and external Asset Integrity-related audits.
  • Approve the required SCE Performance Standards documents and endorse the resultant Planned Maintenance Assurance (PMA) routines.
  • Periodic site inspection and audit of the assurance activities to provide verification of the effectiveness of the SCE Management process.
  • Endorse any proposed temporary repair to SCE relevant to the discipline.
  • Endorsement of any ORA's raised related to SCE relevant to the discipline.
  • Endorse proposed resolution for any Remedial Action Recommendation (RARs) from regulatory or client audit and any proposed deferral from scheduled date.
  • Endorse the SCE Annual Suitability Review Report, fitness for purpose assurance statements and recommendations for improvement.
  • Assess the technical competence of the appointed SCE Responsible Persons.

Required qualifications:
  • A minimum of a Bachelor Degree from a recognized university in the discipline of Chemical Engineering.
  • A minimum of 15-year experience working in the operational phase.
  • Proven experience in leading a team of engineers. 
  • Proven experience in refining, developing and/or rolling out procedures.
  • Experience in conducting internal technical audits and reviews.

Description

 
Audit Liaison:
  • Manages and hosts various types of audits i.e. PSC (Production Sharing Contracts by PETRONAS), JV (Joint Venture) partners, Internal Audits and other relevant assurance programs as agreed by the Management. This involves dealing with multiple functions across the organisation to ensure audit readiness, supporting audit field work and ensure gaps are remediated as per agreed timeline.  The incumbent is also expected to be informed on the findings of other audits involving other functions to facilitate common root cause analysis, where applicable.
  • Responsible to coordinate and manage/respond to all audit queries with an aim to minimise disputes for cost recovery from PETRONAS, cost sharing from JV Partners (including joint billing and cash call payments). 
  • Develops effective measures and works closely with all business process owners within the Company to ensure full compliance to PSC and JOA (Joint Operating Agreement) requirements and proactively manage potential joint billing/cash calls issues.
  • Provides report on status of relevant audit Open action items, as well as highlight common and recent audit findings to be provided to the Company Management.

Cost Recovery/Shareability Issues Management
  • Advice on what are recoverable / shareable costs based on the PSC, JOA and relevant PETRONAS Guidelines.
  • Manages the process for PSC Cost Recovery/Partners Shareability Exposure approval, ensuring approval for exposure is obtained on a timely basis.    
  • Responsible to identify cost recovery risk areas and propose proper control procedures to ensure improvement in controls to be in compliance with PSC & JOA requirements including PPGUA.
  • Supports the Company to prepare for CRAC Appeal process to ensure clear rationale and justification are provided for the appeal.
  • Prepares for monthly reporting of status of cost recovery/sharebility exposure.  Monitor and report status of action items to secure  PETRONAS & JV partners. 

Governance, Assurance & Compliance
  • Supports the Head, Governance & Compliance to drive and implement Governance Review Board for Petrofac Malaysia. This is to support the leadership visbility, tone-from-the-top and apply Committee of Sponsoring Organizations of the Treadway Commission (COSO) Framework to support the Business Assurance Letter management, Control Self Assessment and other related assurance program that is fit-for-purpose. 
  • Collaborates closely with SMEs from Asset and Functions to educate internal stakeholders on governance guidelines (PPGUA, relevant Group Policies & Standards, PMY standard operating procedures, other relevant regulators’ guidelines), create awareness, develop management sytsem to monitor performance, anticipate risks/challenges and drive solutions to mitigate the risks.

Experience / Qualifications:
  • Minimum 10 years working experience with a broad experience in finance in multinational environment.  Candidate with prior involvement in audit and upstream oil and gas industry with dealings with PETRONAS and JV partners is highly preferred.
  • Minimum Bachelor Degree in accounting / finance / business administration. Professional accounting qualification (ACCA, CIMA, CPA) preferred.

Competencies / knowledge:
  • Seasoned finance professional with good experience and knowledge/understanding in a variety of functional areas such as accounting, reporting, governance, risk, internal audit  and assurance.
  • Good understanding of the Production Sharing Contract (PSC) & Joint Operations Agreement (JOA) is essential as well as good knowledge on procedures in relations to PETRONAS (e.g. PPGUA) and JV Partners’ requirements
  • Experience in managing or conducting audits and thorough knowledge of audit processes are highly advantageous.
