JOB VACANCY-PETROFAC (MALAYSIA)

Description

 
  • Acting as a focal point between Production Operations and other departments on matters related to Safety Critical Element (SCE) Responsible
  • Ensuring yearly program/activities as per RBI is carry-out team’s and delivered within budget and minimise non-cost recovery.
  • To verify and ensure 3rd party inspection team are competent to carry-out their duty
  • Supporting Petrofac Malaysia’s Health, Safety, Security, Environment & Asset Integrity (HSSEAI) function in the development and roll-out of Asset Integrity-related procedures relevant to Petrofac Malaysia’s production operations in order to ensure that the Company achieves its Asset Integrity objectives.
  • Supporting HSSEAI function in the roll-out of Petrofac Asset Integrity Framework.
  • Participation in the Management of Change (MOCs) processes.
  • Participate and/or lead (if necessary) HIRAs, including Task Risk Assessments and Operational Risk Assessments (ORAs).
  • Understanding in and out procure related to mechanical static & piping
  • Be accountable to make decision when it is needed when TA is not available for such a period under delegation of authority (DOA)
  • Providing technical support to Emergency Response and Incident Management teams when it is required.
  • To support Assets in internal and external Asset Integrity-related audits

As the SCE Responsible Persons (RP) has responsibility to:
  • Assure the day to day management of Asset’s Safety Critical Elements against performance standard acceptance criteria. Ensure all Safety Critical PMA assurance activities are planned, scheduled and executed on or by their scheduled due date.
  • Support the Technical Authority by investigation of all proposed deferrals of Safety Critical PM, CM & PMA’s in preparation for Technical Authority endorsement.
  • Manage resolution of all Remedial Action Recommendations (RARs) raised during the SCE Verification or audit process.
  • Participate in the Operational Risk Assessment (ORA) process when SCE impairment against the performance standard has occurred. Assess whether it is safe to continue to operate in the impaired condition and define conditions (mitigation measures) that must be followed to permit continued operations. Advise Technical Authority prior to his endorsement of ORA.
  • Support Technical Authority to assess any changes, temporary repairs or modification proposed via the Management of Engineering Change process.
  • Prepare annual SCE suitability review report, fitness for purpose assurance statements and recommendations for improvement
  • Initial focal point of contact between the asset operations & maintenance teams and the Technical Authority. The SCE Responsible Person is expected to make regular visits to all areas of the asset and participate on internal audits

Essential working experience:
  • A minimum of 7 years working experience in the production & operational phase of an Oil & Gas facilities preferably offshore
  • Proven experience in team working between engineers, technician and vendors. 
  • The candidate must demonstrate having experience to manage inspection of static equipment such pressure vessel, heat exchanger and piping.
  • Proven experience in refining, developing and/or rolling out procedures.
  • Experience in conducting internal technical audits and reviews.
  • Sound knowledge in managing corrosion issue (internal & external) for topside piping and static equipment
  • Sound knowledge in administration of supply chain issues e.g. governance requirement, service & work order, long term contract & strategy and effective communication
  • Good knowledge and communication skills in logistic with Supply and Helicopter base.
  • Good knowledge with local regulation and PETRONAS (PPGUA Vol 3 – Operation Management)
  • Depth knowledge in Offshore Self-Regulation Management System (OSRMS) requirement
  • Good knowledge in compliance to governance
  • Proven experience working or having engagement with Malaysian Petroleum Management (MPM) unit
  • Good track record in negotiating skills e.g. technical and commercial values

Essential technical experience in:
  • Major Accident Hazard (MAH) Management, including the concept of Case for Safety and Safety Critical Element (SCE) Management.
  • Familiar with international codes and standards and PETRONAS guidelines and standards relevant to the discipline of Mechanical Static & Piping such as:
  1. ASME B31.3 and its application
  2. Piping API 570 and its application
  3. Pressure Vessel API 510 and its application
  4. Fitness for Service API 579 and its application
  5. Risk Based Inspection API 580/581 and its application
  • Good fabrication knowledge in welding, requirement of WPS/WPQR/WQT, PWHT type of welding technique require, welding process in hazardous at offshore platform
  • Good fabric maintenance, painting & coating application for offshore and marine environment
  • Good knowledge in Non-Destructive Testing (NDT) method or technique application for new built and in-service requirement.
  • Ability to run mini root cause analysis for establish root cause of such failure
  • Good knowledge in managing risk e.g. Managing of Change (MOC), Control of Work (COW), Job Hazard Analysis (JHA) or the like
  • Good knowledge in temporary repair for topside equipment e.g. piping & pressure vessel
  • Proven capabilities to establish compliance program for mechanical static & piping annual program

Preferred experience:
  • Experience in managing corrosion issues for topside static equipment e.g. piping, and pressure vessel
  • Having experience with offshore plant shutdown e.g. planning/logistic/work-pack/
  • Knowhow and good compliance practises on supply chain matters e.g. purchase orders/single source/long term contract/change order/non-compliances management/additional budget request (ABR)
  • Proven experience in establishing work program budget and its execution
  • Good knowledge & understanding in the implementation of Asset Integrity Management System (AIMS)

Required qualifications:

  • Professional / Chartered Engineer status.
  • Offshore Medical and Survival certificates.

Main Purpose Of This Role:          
Involve in Contract & Procurement Post Award activities & Contract
Management.
  • Perform all efforts on contract & procurement process and activities to put in place purchases and contracts for geological, geophysical, exploration, drilling, operations, development and office administration. 
  • Implement and adherence to procurement procedures, standards and systems required in administering the contract & procurement efforts. 
  • Initiate activities related to sourcing, pre-qualification, enquiry, evaluation, recommendation, ordering in an efficient and cost-effective manner. 
  • Prepare Pre-Qualification/Screening, Tender Plans, Invitation To Bid Documents, Evaluation Criteria, Evaluation Reports and Award Recommendations. 
  • Liaise with PETRONAS and Approving Authorities to obtain the necessary comments, endorsements and approvals of the contract & procurement related activities. 
  • Seek PETRONAS and Approving Authorities endorsement and approval of Tender Plans, Technical/Commercial Evaluation Criteria, Technical Evaluation Reports, Techno-Commercial Evaluation Reports, Award Recommendation Reports and Changes to Contract.
  • Initiate and prepare reports for Contract Monitoring, Master Procurement Plan (MPP) and any other reports as required by Company/PETRONAS. 
  • As contract holder on contract & procurement items and interfacing with User Departments, including self-starting, control and coordinating all related activities.
  • Finalization of contract documents, post award monitoring/contract management activities, monitoring ACV and necessary expediting activities.
  • Conduct Contract Handover between SCM and End user and Contract Holder.
  • Maintain valid BG, PG and insurances and coordinate review with Finance and Insurance Department.
  • Assist and facilitate End User and Contract Holder on the ACV management and necessary approval for the additional ACV for Petrofac Tender Committee endorsement.
  • Coordinate the Contractor Performance Evaluation report to PETRONAS.
  • Assist and facilitate on Contract closure.
  • Coordination on disposal management.
  • Participate any monthly/Quarter meeting with Contractor, site visit etc.
  • Work directly under supervision of Senior Contract & Procurement Analyst (Section Head).
Minimum Requirements:
  • Bachelor’s Degree in Engineering, Quantity Surveying, Business Administration or equivalent.
  • Minimum three (3) years relevant experience in oil and gas industry.
  • A sound knowledge of PETRONAS Tenders and Contracts Procedures
  • Self-motivated.
  • Strong computer literacy
  • Strong team building skills
  • Fluent in English both written and spoken
